Recent updates

Several changes have been made to GCAM since the last release version (v5.1.3). The key updates are:

1. Water supply and water markets are now included (see Water)
2. Agricultural commodity markets are now regionally differentiated (see AgLU)
3. A resource-reserve approach to fossil resource production is included, and
4. The GCAM-USA assumptions have been updated.
